Emergency Saver

I hope someday somebody will create a handheld device that will always have a connection to be able to communicate with people able to help you. If there is a bad storm and we lose connection to the cell phone towers, we may not have access to our phones. If you are in an emergency and don’t have Internet, something bad could happen. If someone builds the device and you always have access to the device and you are in emergency, you can reach those you need to rescue you.
This device could be made to use solar energy. Every family would receive this device and it would always need to stay charged in case a situation occurs where you would need it. This device should have a waterproof case in case of a hurricane or flood emergency. It should also have a protective cover in case something heavy hits it. It should last at least twelve hours before the battery runs out.
Everyone needs to have one just in case of an emergency. It would communicate with the first responders in the closest town.
