310      ADVISORY COMMITTEES

 

I. PURPOSE

The purpose of this policy is to recognize the importance of client input into the operations of this agency.

 

II. GENERAL STATEMENT OF POLICY

The Governing By-laws have some advisory references relating to this policy.  All By-law references take residence over policy or practice.

The NWSC normally uses, but is not limited to, several advisory groups.  Vacancies will be filled at the discretion of the Executive Director.

Proportional geographic representation will be attempted.  Advisory groups offer non-binding recommendations for the good of this agency.

 

III. GOVERNING BOARD EX-OFFICIO SUPERINTENDENT MEMBERSHIP

The number of ex-officio Superintendents named to the Governing Board will be identified by the agency by-laws. The terms will be established in the by-laws. The terms will be staggered. The Executive Director will develop an application process whereby the regional superintendents will forward nominated candidates to the Governing Board who will make the final determination of naming the ex-officio Superintendent Board Members.

 

IV. SCHOOL & CCOGA MEMBERSHIP COMMITTEES

(1) SCHOOL SUPERINTENDENT ADVISORY COUNCIL (SAC)

  1. Meetings; Normally, once a year; to be scheduled by the Executive Director. All Superintendents will be invited to about five additional Regional Superintendent Meetings that are for the SAC members as well as all Superintendents.

  1. Meetings; Normally schedules one (1) meeting per year in advance of the annual membership renewal meeting.

(3) C/C/OGA ADVISORY COUNCIL (CAC)

  1. Meetings; Normally meets quarterly and advises the NWSC regarding the C/C/OGA regional issues and activities.  The CAC elects its own C/C/OGA presiding chair and vice-chair.  The      CAC nominates two (2) NWSC Board Members to the extent allowable within the current NWSC by-laws.  C/C/OGA activities are facilitated by the NWSC Member Services      Coordinator.
  2. Memberships; Every attempt will be made to have representation from all member subgroups. Geographic and size variances will be taken into consideration.  City Officials, County Officials, and Other Governmental Agency Official together make up the CAC from;
  • Kittson, Marshall, Lake of the Woods, and Roseau Counties~
  • Pennington, Polk, Red Lake, and Clearwater Counties~
  • Norman, Mahnomen, Hubbard and Beltrami counties~
  • Other Governmental Agency Officials~
  • Ex-officio members~
  • Member Services Coordinator
  • Executive Director
  • Insurance Consultant
  1. Health Insurance Pool; The CAC Advisory Council consists mainly of C/C/OGA Health Insurance Pool members.  Any representative that does not belong to the pool would have no voting rights regarding Health Insurance issues.  The CAC makes recommendations to the NWSC Board regarding renewal and other insurance operations.  The CAC has an elected Chair and Vice-Chair and operates under the Robert’s Rules of Order.  Upcoming Renewal options will be presented by NWSC staff and/or designated representatives as well as the current Health insurance carrier.  The agenda of the CAC meeting that precedes the annual membership renewal meeting shall include discussion and information on reserves, rebates, pool program, etc.  Voting procedures:  Each CAC member will have one vote.  Only one person from any one C/C/OGA unit may serve and vote on this committee at the same time.  Additional participants are welcome to attend and observe.  The CAC  decides by vote on the health insurance options and the general membership accepts these  decisions made by the representatives on the CAC.

 

Annual renewal meeting; In addition to the normal quarterly meetings, the CAC will hold an annual health insurance renewal meeting in August/September that is open to all members of the C/C/OGA Health Insurance Pool.  The meeting will be facilitated by the  Executive Director of the NWSC.  Informal applications of the Robert’s Rules of Order will guide the meeting process.  Insurance options as decided and voted upon by the CAC will be presented to the general membership by the NWSC staff, or designated representative, as well as the current Health insurance carrier.  The agenda shall include discussion and information on reserves, rebates, pool programs etc.  Individual member rates will be available for members to review and discuss.  Dissemination of information may also include but not be limited to:  Wellness program, Care support, Managed Care etc.

(4) OTHER SCHOOL OR CCOGA ADVISORY COMMITTEES

Other School or Other Governmental Agency Advisory Committees may be established due to    the possible needs of grant requirements and or other member group requests. These committees are advisory in nature and will report their recommendations to the Executive Director.
